Introduction

Guangxi University is the oldest and largest comprehensive university in Guangxi, and it is the only institution in the region designated as part of the national "211 Project." It is also a "Double First-Class" initiative university and a co-construction institution under the Ministry of Education and the People's Government of Guangxi Zhuang Autonomous Region. Founded in 1928, its first president was Dr. Ma Junwu, a renowned Chinese educator, scientist, and democratic revolutionary, who is celebrated in the educational community as a "master of his generation." Over its more than 90-year history, Guangxi University has adhered to its founding mission of “developing Guangxi, rejuvenating China" and the its motto of "diligence and sincerity". This has fostered distinctive educational characteristics, a rich cultural heritage, and the unique echo of Guangxi University.

The School of Public Policy and Management at Guangxi University was established in September 2005 and is a key school within the university. Leveraging the resources of Guangxi University, we focus on the major needs of national and regional high-quality economic and social development. Aligned with the university's development goal of building a high-level research-oriented institution with regional characteristics, we have, through the continuous efforts of its faculty and students, developed distinctive research features and disciplinary strengths characterized by "green," "ethnic," and "borderland" themes. The quality of talent cultivation, the scale of education, and the social influence of our school have been steadily increasing.

The positioning of the International Master of Public Administration (IMPA) program is to cultivate outstanding leadership talents for the global public sector. These talents will possess an international perspective, a deep understanding of China's realities, and the ability to anticipate, reflect, and innovate. Students will systematically learn the professional knowledge of public administration and public policy, utilize advanced analytical methods and techniques, and develop the capability to analyze and solve public problems in complex context, becoming high-level, versatile professionals in the public sector.  

The program opens to university graduates from ASEAN countries who are interested in public sector management, government agency staff, employees of multinational corporations, international organizations, research institutions, and international non-profit organizations, as well as managers from foreign government agencies, multinational corporations, international organizations, and international non-profit organizations based in China. Applicants must provide valid Chinese language proficiency certificates and meet professional requirements. The program requires students to attend classes in China and the students must commit to adhering to the university's regulations.

 

Study Mode and Duration

1. The study mode is full-time.  

2. The standard duration of the program is 3 years.  

3. The language of instruction is Chinese.

 

Requirements

1.The applicants should be non-Chinese citizens with a valid foreign passport. Scholarship applicants must hold a valid foreign passport or nationality document for at least 10 years (inclusive) and provide proof of actual residence, study, or work abroad for the past 10 years (a stay of 9 months or more in a year counts as one year, based on entry and exit stamps).  

2.Physically and mentally healthy, meeting the health standards required for obtaining a Chinese study visa or residence permit.  

3.Applicants for master's degree programs must hold a degree equivalent to a Chinese bachelor's degree.

4.Be friendly toward China, diligent in studies, academically excellent, morally upright, law-abiding, with no records of violating school rules or disciplinary actions, no public security penalties, and no criminal records.  

5.Language requirements: For Chinese-taught programs, applicants must have a HSK Level-5 score of 250 or above. Applicants who have previously studied in Chinese may submit a "Chinese Language Instruction Certificate" issued by their institution, which, upon approval by our university, may exempt them from submitting HSK scores.

6.Scholarship applicants must meet the age requirements of the scholarship programs.  

7.Two academic recommendation letters from professors, associate professors, or experts with equivalent professional titles in the applicant's field of study are required.

(二)Application materials

1.Photo (bust with dark clothes on white background);

2.The health certificate. The medical examination results (within one month) should certify that the applicant does not suffer from any serious infectious diseases, disabilities that may affect their chosen field of study, or any other conditions prohibited by the Chinese government for entry. 3.Scanned copy of passport (photo page and visa page), which must be an ordinary passport still valid for three months after enrollment;

4.HSK certificate (students should provide HSK5 or above certificate or provide the corresponding language level proof);

5.Certificate of highest education and degree (students should provide notarized original and Chinese or English translation);

6.Transcripts of the highest degree (students with a degree should provide notarized original and Chinese or English translation);

7.Two letters of recommendation in English or Chinese written by associate professors or above;

8.Personal English resume, including personal background, learning experience and work experience;

9.Study plan, about 1500 words;

10.Personal research results, catalogues and abstracts of published academic articles, other original research results (if available);

11.Chinese Government scholarship applicants should provide proof of no criminal record (within 6 months);

 

Assessment

The final assessment is conducted by the School of Public Policy and Management at Guangxi University. Candidates participating in the assessment are required to present a report to the admissions expert panel. The report should include their personal scientific research experience and achievements, their understanding and perspectives on the applied field of study, and their plans for learning and research. Based on the assessment results and a comprehensive review of the candidates' overall qualifications, we will evaluate the candidates' capabilities and determine a preliminary admission list.

Enrollment

International students coming to China must report to the university, complete registration, and pay tuition and fees within the specified time as required. Failure to register within two weeks without a valid reason, such as force majeure or approved leave, will result in withdrawal from the program. Any consequences arising from failure to report on time shall be borne by the student.

Tuition and Fees

(一)Tuition (RMB)

  The tuition fee for the International Master of Public Administration (IMPA) program is 23,000 RMB per academic year for international students.

(二)Other Fees (RMB)

Accommodation Fees:

Quad Room: 1,550 RMB/academic year; 775 RMB/half academic year

Insurance Fees: 400 RMB/half year; 800 RMB/year

Application Fee: 200 RMB

Medical Checkup Fee: 350 RMB

Meal Expenses: Approximately 750 RMB/month

Book Fees: Approximately 400 RMB/semester
